Nineteen of Daniil Medvedev's 21 titles have been achieved on hardcourt
A comeback Medvedev won his first title for 882 days with victory over Frenchman Moutet in the competition title decider.
The athlete, a former top-ranked player, has endured a torrid season, achieving just a single victory at the Grand Slams and suffering a difficult moment at the American major.
Medvedev's inconsistency on the tennis tour - and difficulties with his service game in particular - led to him dropping out of the elite rankings and eventually splitting with long-term mentor his previous coach.
Now training with Thomas Johansson and Rohan Goetzke, Medvedev has steadily improved in the recent weeks - peaking in a hard-fought 7-5 4-6 6-3 triumph over challenger Moutet.
It is his maiden championship following the 2023 Rome Masters and first on a hard surface from that period of that year.
The win also means Medvedev has achieved twenty-one victories at twenty-one various tournaments.
"For the first time I'm at a competition with my both daughters at once, so to secure a title is really nice," stated world number 14 Medvedev.
"This victory is in dedication of my second daughter her name, because the initial championship I got when my first daughter her name was born was for her."
The tennis star, the past champion, had lost his previous six finals, featuring in the German tournament earlier this year.
The player's counter-punching approach and frequent outbursts on the playing surface had caused some to doubt if his skill to perform at the elite level was over.
But the athlete has made changes in recent weeks, attempting to approach the net and compete aggressively, supported by an improved serve.
Medvedev recovered from a break down in the opening set against the difficult Moutet, securing four of the concluding five points to go ahead.
Both players exchanged break points in the middle set before the challenger, bidding for his maiden ATP Tour victory, gained dominance to force a third set.
He saved 4 early chances in a close deciding set before Medvedev broke to that score to close out the victory.
Fittingly, he clinched victory with a shot at the net area, with Moutet incapable to handle a shot after two hours and 38 minutes.
